A climate scientist’s battery-powered best friend

Benthic Rover is a robot used by researchers at the Monterrey Bay Aquarium Research Institute to survey the seabed and gather data on environmental conditions at the bottom of the sea. By taking photographs of undersea life and measuring conditions like oxygen levels, the robot will help scientists understand how the warming of the ocean is altering certain ecosystems.

Considering that 75% of the world's resources, fossil fuels, scarce metals and so on are on or underneath the ocean's floors, we are due for substantial expansion in this area. The companies that develop this technology, and related extraction technologies, will benefit greatly. The major problem to be dealt with is not the discoveries, they will surely come, it is the guaranteed claims from the world community, probably through the U.N. that these world-"owned" sites not be Colonized" by particular countries or companies, but owned and managed in common by the U.N. or other word community-authorized body. If free enterprise is to take the risk of ecxploration, they must be assured of reaping the rewards, however, it is also reasonable that they not get a "free ride" without contributing to appropriate management bodies. It just isn't feasible, or desireable, for private enterprise to claim"ownership" of world resources without some infrastructure that sets and enforces safety and royalty standards to benefit both, and encourage development.
Many might say that the world's resources outside of recognized country boundries and borders, are owned by the world entire.
It seems most efficient that a new World Resouce licensing body be created to manage exploration licenses and leases, similar to what the U.S. has developed to manage it's national resources.
Absent such a creation, much more of the China-type grabs for ownership of large resouce-probable areas is likely. A world Convention of Resource Development for the benfit of free enterprise producers AND economic development of the world community at large is to be hoped-for as the best solution.

Sounds like World War 4 to me
Unless Aliens descend from the stars to regulate and police the Earth's resources. There will be a scramble and fighting.

But don't forget these resources are as far away as going to the moon technologically . Only entities with the resources to go find the stuff will be able to participate .
So maybe free enterprise will win out in the end.
