What standards will be used to ensure the quality of the data?
We all saw what happened to the worlds climate data entrusted to the keepers of the keys in East Anglia. They manipulated it into a self supporting house of cards. All under the euphemism of scrubbing the data of anomalies.
Such a data share must be maintained in a manner that the original data, as posted by the source scientist, cannot be altered.
