Adding weight to the hold down floating anchor will be much easier than adding cable and counterweight to lift it up. For example, a 100,000 km cable and its counterweight is about 75 times the mass that it can lift from the earth's surface.

You mention the pulls and pushes caused by the movement of the 'cabs'. Putting on too heavy of a cab will actually pull the space elevator down.
