interesting, but
these facilities may locate in areas that have the lowest wages and taxes. correlation can happen w/o causation.

So how can you get in on this expansion of the clean, mean and "green" industries? By getting a "green" job that pays handsomely, of course you need a degree from universities like High Speed Universities.

power plant employees also live outside that county
Who wants to go home and raise your family downwind from one of these coal burners/nukes? Chances are, you are making enough money to commute in from a safer distance, leaving the county where the power plant is located to locals who are too poor to move away.
