Why?
Is this really that big of a deal? If so, why would they trade one proprietary system for anouther? In life and death situations being limited by vendor lock in is totally irresponsible.

In my opinion, all medical and publicly funded information should be in open formats and use open systems so they can freely use, upgrade, change and modify the best tools for their situation.
