Inner city bus use was strong until municipalities took over private bus companies in the 1960s and 1970s leading to a sudden and noticable slipp in the quality and reliability of service provided.
It is interesting to note that private companies are leading the surge in new growth even as municipal services dominate the market.
Cost effective and on time service are keys to the success of any transportation mode. Government run buses and trains have been a monumental failure in both respects.
