I'm not sure we should reward such bad behavior.

Besides, we don't know what the experts ("white hats" depending on your viewpoint) hired by the CIA, NSA, etc. can do. Who says their skills aren't every bit as good as the black hat hackers? They're just not about to publish it nor randomly go around hacking into popular sites for the lols.
