Hire the Hackers?
One may well be ambivalent on this matter; however, my first response is NO! Do not reward criminals.
Adopting a 'reward the crook' policy will only breed more crooks.
It may also foment crook versus crook warfare on the internet that could well wreak havoc. Circumstances are bad enough already and might well get out of hand.
Hire crooks only after they have suffered draconian punishment (loss of liberty, and internet access, loss of funds, etc. )
Valance incentives to behave well with disincentives against behaving badly.
Counterattack known extraterritorial ISP's hosting hackers and shut them off from the world.
