Makes sense to me...
Given that it's engineered to be adequately safe I can see something like this being a big hit.
Great for a family's 'second car', the one that just does commuting and odd errand duty. Great for young drivers with shallow pockets. Small to park. Might benefit by an expandable rear end so that a bunch of groceries/whatever could be hauled home.
Being light weight means much smaller battery packs thus cutting significantly on price.
Battery pack down low would give it a lot of stability. Plenty of zip. Looks like a lot more fun than a Smart.
No special low speed version needed. Just build in tamper-proof limits that can be set by the purchaser/parent. Use an eyeball reader and the car can be limited by who is at the wheel.
