I am not sure if you have tested Dubai. My experience of a few year ago was absolutely horrendous. What would take 120 minutes to negotiate on a Friday would take over 2:30 on any working day. The worst part was the fact that the government, which had a stake in petroleum product sales, had absolutely any interest in fixing the problem!

I don't believe situation has changed much.
