Criminals adapting
Criminals can adapt, sure... but it is INCREDIBLY hard to completely avoid patterns. As soon as there starts to be a pattern, then software can analyze that pattern and make predictions. Given enough time and smart engineers working on it (a la Google's search algorithm), the end results should be quite accurate... not 100%, but substantially better than it would be without the software.

No need for COMPLETE accuracy,
So long as the target is to have cops there READY to arrest the perp ONCE HE HAS COMMITTED THE CRIME.

Waiting for the crime to happen is fine -- believe me, word will get around.

And by the way, I doubt if murder is nearly as predictable as property crimes would be.

This is great IF...
IF there is actually a crime committed BEFORE arresting someone.

YES, you can have the cops there when it happens. NO, they do not have to be obvious. YES, you can wait until the crime happens.

But NO, NO, NO, you CANNOT arrest or detain someone BEFORE they themselves choose to commit a crime.

"PreCrime" cannot become a paradigm of law enforcement.
