Its not brain surgery to answer that simple question, and just because a government didn't tell them not to do it, doesn't justify doing it. These are supposed to be grownups and professionals. They probably justify this action by saying, "we only satisfy a need...." but that's the same line, drug dealers use.
Maybe we should put them in charge of our drinking water?
