And who said this is an "inequality"?! Men have never had a problem with urinals because they've always had a "whose is bigger" mentaltity. It's one measure of their "manhood". Women relish/need the privacy of a locked bathroom door, and a stall recreates a tiny bit of that when you're out in public. We both get what we need, simple. What public restroom designers need to do is plan more space for stalls in women's restrooms and quit trying to squeeze us into 18 inch wide shoe boxes.
