Looks to be an assessment of enablers - environment and its imagined results - rather than an attempt to measure actual major innovations per capita.
The US does remarkably well, considering its a large country and has the highest corporate tax rates in the world. But politicians will destroy us unless we can stave them off, through heightened rhetoric (among other measures and a far better one than violence) for their near-constant violations of fundamental individual and civil rights through regulation.

You need to look into this more closely: my initial feeling is that this is, likr a lot of such studies, a crock of sh**. Using percentages is almost always a dead-giveaway of poor use of statistics.
