Besides the many limitations of the 3-D printing process in the absolute best cases using highly refined, energy intensive, petroleum based, very expensive plastic printing "inks" - when you add the vagaries and impurities of recycled plastics to the concept - you further reduce the applications of 3-D printing. Think microscopic print-head nozzles for precise material location used in the 3-D printing process - now think of the dirt and foreign objects so common in recycled plastics. There's a very good reason you don't find recycled plastics used in many "finished" product applications, but rather as support materials behind more controlled materials. The two concepts (3-D printing and recycled plastics) don't mix well at all. However, we must keep the stock market driven bubble of the mythical 3-D printer as a disruptive industry alive - other wise what will Wall Street manipulators do to feed their starving children.
