Unfortunately, a goodly portion of the potential audience for the Oscars - the people whose wallet-vote influences what gets made - are gonna go "Whut? No nomination for 'Shrek 3'? I LOVED that movie! What a fake!"
...and tune out.

There is no cheating?
Yes there is!
When the people that most matter to the people that make movies don't get to vote, then, they're being cheated out of the decision-making for the awards.
And, who is it that keeps Hollywood making movies? It's the people who spend money to watch those movies.
The Oscar is a system for the Hollywood crowd to pat themselves on their backs. They believe that, "the people" don't understand true artistry, therefore, the people can't be allowed to vote on who and what get the Oscars. Hollywood is full of elitists, and it shows every year with the choices they make.

I am all for the best films being recognized, but..
Having an independent film maker friend has allowed me to see many of the low grossing, low screen count films nominated and many of them stink. They are nominated because a certain person was involved in the project. It is that simple.
My writer/director/producer/whatever it takes to get a film made friend is a hoot to watch the Oscars with as she rants over who gets nominated and who wins.
It is all politics and self worship by the hollywood elitists.
