Some have said that it's simply a matter of using common sense. Of those who said that I'd ask them to think deep thoughts and use a little self discovery to determine if they are capable of same. If they are older think back to their youth, were they capable, then, of making good judgement. This is to determine if they can make a safety judgement for their children.
