With the government already the largest single customer by supplying over half of all medical care in the US, why should anyone be surprised by this? They spend at least as much per-customer marketing to their other clients I am sure.
As more businesses in any field find the government as a bigger customer/partner/regulator, it's only natural to expect money to be spent marketing to them.

A drop in the bucket
That's a tiny fraction of the huge fees that the industry extorts from sick people each year, and the only thing that will ever fix our broken health care system is single payer, just like almost every other civilized country in the world.
And I think it's obscene that Adelson would spend money intended to heal addicts on the campaign. Some of it might not even have been his own. What a cynical comment on our society that someone can take donated charitable money and funnel it to political candidates.

When is the last time you shopped around for health care or questioned the bill your insurance paid? The prices are high because we let them be, and they will go up with more regulation (I already have to deal with this, and it's an unnecessary pita), and new taxes.
