Some math
I wondered: why not just use the US$2.5 million from Google to pay the debts?
At current (official) exchange rate, the debt of Rp. 16K mentioned in the article is somewhat less than US$300.
Assuming Rp. 8K is an average debt, US$2.5M would only help about 17,000 debtors.
In a country the size of India, I'm assuming the problem is much larger than that.
So, education and advocacy makes sense.
