How about building car parks on the outskirts of Beijing, and giving free bus rides into town? Ban all cars except electric cars. A drastic step maybe, but it would certainly cut pollution.
Do cars in China have catalytic converters fitted as standard? If they do, they don't seem to be working very well.

I doubt this. In London car drivers were around 5% of commuters to the center (which is why the rest of us voted for an end to their preferential treatment).
