While you are correct that there have been Billions given to big Pharmaceutical Companies that have effective monopolies granted by the Federal Government, you are incorrect that Obama put this in the Budget. Presidents do not set the Federal Budget. The House of Representatives and the Senate set the Federal Budget. The President can only request funds.
The House and Senate then blame the President for whatever Congress did.
That was true with the 'terrible' 'Bush Deficits' which were actually Pelosi-Reid deficits, and it is true with Obama, which are still the Pelosi-Reid deficits, as there has not been a budget passed since Obama's first year in office. That's the real reason for the six Trillion Dollar deficit during Obama's tenure, and half of the 4 Trillion Dollar deficit during Bush's eight year tenure.
So, it really makes no difference who wins in two weeks. Neither science nor Science will see any difference.
If you want something better, then change the Congress. From the record of the last six years, Democrats will mostly cause harm, while blaming others. Republicans will do less harm. Greens and Libertarians will just wreck everything, deliberately, though for different reasons.
I wish there was a good choice.
