Better late than ... well ... TOO late.
If there was one area I would have supported using tax incentives for "social engineering", it would be to curtail the export of jobs out of the country. Instead, our tax structure probably had a lot to do with outsourcing becoming so popular.
Now, with GM standing for Government Motors, though, it is particularly unacceptable for large parts of their work-force to be outsourced internationally. Glad to see they're bringing "good jobs" (right now, a lot of folks think any job would be a good job) back into the US. It's the first positive move since the government takeover that I've seen.
