A bit pricey
Although You can't put a pricetag on a human life, I think it's a bit expensive for just one purpose. How about building a regular boat that can be converted to a Tsunami pod, or vice versa.

Actually, you can put a price on a human life. People do it every day...
...without thinking about it. It's just that we don't like actually doing the math.
But you are correct that this is a lot of money to spend on an unpredictable once-a-century occurrence. The money could be best invested elsewhere to save far more lives.

That vertical edge next to the occupant, who's getting jostled to and fro, could really use some PADDING!
