No company has complained about having too much business, but it is a challenge to keep up with.
The same should hold true for Hong Kong. The solution will come from engineering a smarter, more efficient and higher density city. Buildings can be built taller, transportation denser, etc... Build elevated monorails connecting buildings on upper floors if needed. Think futuristic solutions and the city will be able to comfortably grow.
The economics of high density are unmatched. Reducing growth is not the solution, dealing with it and supporting it is.

Oh, Really?
HKG is already a high density city. Increasing that density is now disruptive (and because of the density, disrupts more people). The best thing they can do is to begin occupying lower density areas, and implement policy to make that occupation economically attractive. The culture there (and I have lived there some time ago, for almost twelve years) is economically motivated, and will be mobilised if the price is right.
The solution to stuffing more potatoes in a sack is not increasing the tensile strength of the sack. That's just a waste of your (over)engineering. Rather, it is simply using two sacks.

Tourist usually come in from Friday and leave on Monday( or similiar pattern for long national vacation). In the last few years I have been avoiding to go do any shopping in the week end, just to avoid the unacceptable large crowd and queues. Is not just the luxury good store they are crowding up they are just packing up every high street store.
All the nice restaurant I used to eat to are packed with tourist. The streets are full of tourist shopping around with their roller suit case ( this sound environmental friendly Bring your own bag). I have to try travel abroad, or stay stuck at home all week end.
Also many of those lovely tourist act very much like hillbillies, and some of them packed their suitcase with cash(unknown origin).
