HKG is already a high density city. Increasing that density is now disruptive (and because of the density, disrupts more people). The best thing they can do is to begin occupying lower density areas, and implement policy to make that occupation economically attractive. The culture there (and I have lived there some time ago, for almost twelve years) is economically motivated, and will be mobilised if the price is right.
The solution to stuffing more potatoes in a sack is not increasing the tensile strength of the sack. That's just a waste of your (over)engineering. Rather, it is simply using two sacks.
