Here's how Delhi's old ban worked. Merchants no longer had plastic bags in their shop.
Merchants couldn't supply you with a bag.

But sitting right outside the shop was a young kid with a pile of bags. The merchant would hand your purchases out to the bag boy who would stick 'em in and hand 'em over.

A ban is not likely to work. It most likely will take a cultural shift.
