I think this law will not help anything. Like most laws, it will probably make things worse in unexpected ways.
Now the cat-callers will be chasing Sofie Peeters around without swearing or insulting and will try to agitate her into swearing. And when she yells at them Get out of my face, you creeps! they will turn her in to the authorities for insulting them.
