Tidal, and in the wrong place
For this sort of money, they would be better building the proposed Solway Firth tidal power barrage, as the tide is guaranteed, the wind, even in Scotland, is not.
The Solway Firth also has the benefit of low shipping usage so it will not obstruct there, as most of it is horrible mud flats.
It is also very close to the UK National Grid back-bone, as the former Magnox Nuclear Powerstation @ Chapelcross (Near Lockerbie), was never replaced with anything and the grid connection could easily be resurrected.
