        <description><![CDATA[NYCDEP is spending billions upgrading their plants and has vastly improved the quality of effluent being discharged intot he surrounding waters. The Hudson River is very clean as compared to what it was even twenty years ago. Being as the city has combined storm and sanitary sewers it was necessary to build several large facilities for the express purpose of storing excess wastewater during a rain event and then pumping it to treatment facilities during periods of low flow. This effort has resulted in a dramatic decrease in the amount of untreated wastewater being discharged during a rain event. One fact often overlooked: stormwater is much more contaminated than the effluent from the city's 16 plants; in many cases, the effluent from these plants is cleaner than the receiving waters. In cities with separate storm and sanitary sewers, pollution of the reciving waters from storm drain discharge is much worse.]]></description>
