IMHO, if an entity has enough money to continue to employ a blacksmith nearly a century after the need has disappeared, I'd say that they have way too much money to spend already.

Clearly, Detroit and many other failing cities like it has plenty that they can get rid of before demanding more from rate and taxpayers.
