So San Francisco will gets much of it's expansion paid for by people elsewhere in the state. Also remember that the LA-SF HSR isn't, nor will it ever be fully funded by the citizens of California. They fully expect the rest of us to pay for that. There is absolutely no way the already bankrupt state can even borrow the better part of a trillion dollars it will take to actually build and operate this boondoggle.
