Under-served university communities?
That is the best oxymoron I have heard since military intelligence and government assistance.

I live within 50 miles of dozen of colleges and universities and I know from personal use that all of them, from the smallest community college to the Ivy League University are the best locations around to get free WiFi access, even if you are not a student.
