Many years ago, Sports Illustrated had an article about helmets made with a polyurethane shock absorbing cover on the outside of the helmet - about 1/4 inch I think. Coaches rejected the idea because the helmets did not make enough noise when they hit other helmets.
Does anyone really think that the community that makes money from football cares about athletes' health?

NFL contracts
The NFL has a helmet contract with one company that doesn't allow competing helmet companies with 'better and safer' helmets to be purchased by teams. These 'better' helmets must be purchased by the player; and the helmet cannot display the name of the company that made the helmet. Aaron Rodgers (and several other NFL players) has been using one after having a concussion using the league helmet.
With the league's emphasis on safety for players, and the many players now suing the NFL over head injuries, let's see if the NFL breaks their current helmet contract, so that they can provide a safer helmet.

Couple of comments. Inflatable football protection devices have been around for decades. I worked with Bryon Donzis the inventor of some those devices - which the device above might be violating several relevant patents. On a separate track - the most intelligent way to protect football players is to do away with contact sports - real simple. Unfortunately, it's one of the few successful evolutionary selection challenges we have left to eliminate those incapable of understanding and prioritizing lethal injury risks. I can tell you from looking around - we need more junior and high school football and less protection.
