The reference to the glowing Ultra-violet stuff in the mice was injected directly into a site. The reference to the Bind-014 experiment seems to be more of one where the nano-molecule is added to the mouse's blood stream by injection/iv and is designed to bind to specific tumor proteins. Thus it's not really navigating anyplace but instead is going with the flow (literaly) until it binds to the target protein, where it can release it's cargo of cancer fighting drug(s).
