Plans to outfit Mexico-U.S. border with sensors scrapped

The U.S. government’s plan to lay sensors across the Mexico-U.S. border has been stopped yet again due to technical flaws.

First reported by Wired, the Customs and Border Protection Office of Technology Innovation and Acquisition’s (OTIA) original filing in 2011 for the intent to install unattended ground and image sensors (UGS) has now been updated with a cancellation notice.

The business solicitation, submitted by the Department of Homeland Security and Customs and Border Protection Office, documents the use of UGS to help “track, identify, and classify illegal incursions,” therefore saving border agents time and energy.

However, the notification now reads that the unattended ground and imaging sensor technology plan has been cancelled. In addition, “OTIA is not planning to release a solicitation for this specific requirement in the near future.”

Why? Wired reports that the reason for the cancellation — or delay, as it may be — is that the sensor technology has both bandwidth and frequency issues that haven’t yet been ironed out. Jenny Burke, a public affairs officer with CBP, told the publication that they hope to replace over 12,000 current, ageing sensors within the next six to nine months, but will not be able to install new UGS technology quite yet. Burke commented:

“We’ve determined that we need to resolve issues with saturated radio frequencies, limited bandwidth and system integration with the existing CBP infrastructure.”

It may be that further delays in replacing old, damaged sensors means a tougher job for border patrol agents, but there is no point replacing the old system with sensors that do not fix another urgent issue — that of false alarms. According to a report from the DHS Inspector General, only four percent of alerts (.pdf) are actually caused by illegal entrants, and the rest are false alarms. In addition, last year, a border agent was killed when a false alarm caused two agents to open fire on each other in the dark.

Easier fix than many realize.
If you shut off the government benefits to illegal immigrants 90% of them would self deport. Cross border incursions would plummet.

Why spend hundreds of millions on security when you can save billions and get the same results.

The state of Massachusetts alone spend over $1 billion a year in state taxpayer dollars on benefits for illegal immigrants.

Multiple branches of my family immigrated to the US going back to the 1600s. Not one of them got a welfare check to meet them. Beyond a medical quarantine on Ellis Island or at one of a dozen other points of entry, not one of them got free health care when them arrived.

They came here to work. They came here for the opportunity to succeed. Many of them did well with no government aid.

Fraternal organizations formed by immigrants helped later immigrants. Interestingly when this was the way things worked poverty in the US was lower than it is today. With the emergence of the federal welfare state many of those organizations have seen declining membership as people became dependent on the government. Not themselves.

The result has been increased poverty and longer lasting poverty for a growing number of new immigrants.

I say we go for the better fix for border security and society. Cut off the welfare state mentality.


With our once great nation now a debtor nation running massive deficits at all levels of government we cannot afford to pay people to come here.

That money should be going to the people who pay the bills. The hard working US taxpayer.

90% would self-deport?
It would be nice to see some factual information on this subject. I know what they say on Fox News, but somehow I doubt any of it's true. I think in the real world, most illegal immigrants are here because mopping American floors, mowing American lawns and scrubbing American toilets are all better paying jobs than any jobs these people can find in their own countries.

Also, all the immigrants I know say that they are unable to get any kind of government benefits. Now, I understand that on Fox News, they tell you that illegal immigrants automatically qualify for all kinds of benefits that legal immigrants and actual citizens are not entitled to, but I just don't believe that is true. Go to any government web site where you can apply for any type of government benefits, and try finding where it says being here illegally makes you qualified to receive benefits. I've looked and looked myself, but I just can't find anything like that. Perhaps you could post some links to some government web sites where it clearly states that illegal immigrants are entitled to receive government benefits? And, I mean actual government web sites - not Fox News or Brietbart, or some other propaganda web sites.

Now, I know it is true that if someone is here illegally and they walk into an emergency room with a life-threating condition, they will get treated. And I'm sure that adds up to a significant expense. But I don't believe very many people come here specifically to get free emergency room treatment, when they can probably get the same treatment at home, legally.

If it is really so easy for illegal immigrants to get free handouts from the government, why can't we all just throw away our ID cards, and pretend to be here illegally so we can collect all these big fat handouts? Somehow it just doesn't add up.

Until you have SOME sort of experience or did ANY actual research into it, please refrain from uneducated comments.

I'll tell you what I have seen.
I have seen billboards outside the airport in San Juan Puerto Rico paid for by the US government advertising the phone number and address of the welfare office in my hometown.

You see false ID's are a dime a dozen in Puerto Rico. A Puerto Rican id means no passport needed to get into the US. Once in Massachusetts the system is built to promote fraud. Privacy laws make it difficult for authorities to identify fraud.

Recently a court ordered 'get out the vote' mailer sent to all Massachusetts welfare recipients prior to the 2012 election revealed over $25 million in welfare fraud after more than 50,000 of the mailers were returned with invalid addresses. Some of the addresses included Fenway Park, the Bunker Hill Monument and the Zakim Bridge. Yet all of these people still receive direct deposits of taxpayer dollars to their EBT cards.

There is not much people can tell me about the extent of welfare fraud in this country by illegals.

I grew up a stones throw from public housing that was and still is 90% occupied by illegal immigrants who openly brag about the scam of subsidized housing, food stamps, welfare and free health care.

To quote the Presidents Massachusetts welfare collecting aunt Zeituni from a 2010 local tv interview on her illegal immigrant status as she lived in subsidized housing while collecting welfare. "America is the land of the free. I want my free stuff."

Head in the ground, and denial, won't get you to see or understand...
You mention FOX several times and even Breitbart, and you state that, you won't believe anything they have to say. But, one thing for sure is that, when they do report on any subject, they do go to the heart of the problem, and will, in most cases, show you the actual cases and people involved, like the illegal aliens who are collecting government benefits almost as soon as they arrive.

Fact is that, there are many in government who will assist those illegals for political purposes, the biggest reason being that, those represent a huge voting block, even as they are not legally approved to vote in any of our elections. Voter fraud is quite simple when there are people in government who insist that, voter IDs an voter registrations aren't necessary to vote, and anybody that is not allowed to vote because they don't have proper ID or registration card, is being disenfranchised. Generally, and almost totally, the people with that kind of mindset, are the democrats, who want as much voter fraud as possible, because, an illegal tends to vote democrat because of the benefits and the bills which democrats constantly propose to make illegals, legal, for all intents and purposes.

I know some Mexicans here in Florida who do collect benefits which they didn't earn, including
social security and welfare. I won't disclose who they are, because they've confided in me their status and how they get to stay and collect those "benefits".. In fact, one of them confided in me that, he has actually voted several times in the presidential elections, and has been here close to 15 years and has no interest in becoming a citizen. You can be sure that, there are many thousands of similar cases, perhaps millions, who take advantage of what the country has to offer, and they actually feel that they're doing iit legally, because, there are many agencies of government who are set up to assist them.

That you refuse to see or acknowledge the problem, is more of a reflection on somebody who doesn't care or wishes to remain ignorant. FOX and Breitbart, believe it or not, are much better at reporting the illegal situation than all of the liberal media, which I'm guessing is your main source of news and information.

Put illegals to work
First, a point of correction: "boarder" should actually be spelled "border". Spell check isn't good enough without a grammar check too.

The solution is to round up all the illegals, and put them in a massive camp on the Mexico/U.S. border. There, they get to spend the next five years building a 50 foot high, 50 foot wide rock and concrete wall from the Gulf of Mexico all the way to the Pacific. They get room and board. If they keep their noses clean that whole time, then they get a resident card.

Building ladders
While you have illegals building this wall, you will also have them building ladders, or tunnels to come across. Maybe we should get some of those lazy born American citizens that do receive welfare, don't want to clean toilets, or mow lawns and other physical work to earn their way instead of us paying for them. That includes all races and ethnic backgrounds. This fifty foot wide fence would be big enough for two way traffic with semi-trailers. Will it have exit ramps?

You will never get anywhere if you continue coming up with excuses
for not building the wall.

Build the damn wall, built it high, electrify it, and put guards on it, and let's come up with strict rules to gather and punish and send back those that do get through.

Then, let's talk about the remaining problems with the border. But, we gotta start somewhere, and an effective border wall is a very good start.

Put illegals to work.
Sounds good to me.
Where I live in Florida, prisoners do a lot of the highway maintenance-with picks, shovels and wheelbarrows, not power equipment, except maybe weed eaters. I smile and get a warm fuzzy feeling every time I see the sign: "State Prisoners ahead."

They did away with the chains. I guess they wasted too much energy that could be used for work. But the guards are armed. Ubetcha.

Somebody at CBP lacks imagination or does not know how to manage a technology program. Satcomms or a deeply buried fiberoptic link should solve their problem and be much more secure. Drones sound like a good idea too, but do not solve the problems listed in the article. I cannot believe that they worked on this system for years just to give up over inadequate radio spectrum.

Border security simply isn't a priority in Washington...
...because most of those who drive this policy live a nice 1600 miles away from the problem. For the most part, the impact of illegal immigration to this class is mostly about cheap domestic labor.

If we were to move Washington DC to within 10 miles of the border, their attitude would change radically.

and many of those illegals are illegally allowed to vote.

Which party benefits the most from those illegal voters? Duh! The party that gets most or all of those votes. The party in question has one of their leaders residing in the White House.

Show me the evidence
I'd like to see you prove in any way that non-citizens are voting in numbers that would affect an election. It just isn't happening. The George W. Bush administration made it a point of emphasis for the the US Attorneys to seek out people casting votes illegally and they came up with essentially nothing. You can claim illegals are voting illegally all you want but without some proof it's just so much hot air.

In Orange County California in the '90s, the municipal court system was facing a crisis in that it could not get enough jurors.

The #1 excuse given for being excused for jury duty? "I am not a US citizen."

Where did the jury pool in Orange County come from? The voter rolls.

Replying to both you and John,

If you really think this is a problem then you need some folks to investigate this. The list of people who cast their ballots is a public record. It shouldn't be that hard for someone to take that list and do the leg work to verify on the citizenship of the people who voted. I'd be surprised if someone hasn't already tried to do that and when they found nothing just let let the matter die quietly. If the Bush administration was only able to find very little of it when they they made it a point of emphasis I'm satisfied that it's not that big a problem.

I know there is some voter fraud that occurs. For instance the Republican voters in Nevada and New Mexico who thought the controls were so poor they could get away with voting twice but they got caught, or the clerk in Clackamas County here in Oregon who was marking undervoted ballots for Republican candidates or the guy in Bend, Oregon who offered $20 to anyone who would let him fill in their ballots for him. None of those were large enough to seriously affect the outcomes of elections.

Self Deport?
I live in Arizona - 200K illegal entries/year. When SB1070 was passed, the number of illegals dropped noticeably. The common gathering points, Home Depot, Lowes, the corner of Mesa and Main, were deserted.

Denying them jobs and aid will definitely make a difference. No job, no subsidy = no reason to be here.

BTW, we don't need a sensor network. We need a 1/2 mile kill zone at the border. You cross the border and automatic heat sensing guns make it so you don't generate any heat anymore. Problem solved.

That's murder
Are Americans so special that we should shoot people over the misdemeanor of trying to cross our border? 90% of the border-crossers are coming here to try and help their family back home have enough to eat. Illegal immigration is a problem in part because we don't have work permits and have extremely limited immigration quotas. Having a safer, saner system for getting low cost labor would be good for the economy in the long run, leading to more jobs for all of us. As people move up to better jobs, we'll have more taxpayers helping reduce the shortfalls for Social Security, Medicare and the Federal deficit. More people means more business and more jobs. We have the space. In lean years or recession, we can cut back on the work permits temporarily.

We still would need border security to keep out drugs, gangs and terrorists.

You have things completely azz-backwards...
Many of the people coming across aren't seeking to become citizens, and even those who become citizens, should have to wait for their turn to become citizens.

The opposite of what you expect, will be true, when it comes to solving the SS problems and Medicare and the deficit.

The more people who become dependent on any social program, the bigger the deficits, and the bigger the national debt. Most illegals don't earn enough to pay taxes, which means that, they will be a burden to the country for many years, which adds to the burdens on Social Security (many illegals collect benefits illegally) and on Medicare (the elderly illegals often get Medicare benefits, even if they never paid into it). Fact is that with some 18+ million illegals, the country doesn't benefit and they end up being a burden all around. California, for example, has a huge illegal problem, and their social programs are in ruins because of the amount of money having to be poured into the social programs of the state. The federal branch ends up picking up a lot of the cost or burden of many states, because the social programs are mostly federally funded, like SS, and Medicare and Medicait and Welfare and housing and many others.

The effect on the deficits and national debt are very clear, and the bigger the social burdens become, the more in debt that the government becomes, and we can see that very clearly with $1.3 trillion yearly deficits and a $17 trillion national debt. All social programs, are in effect, bankrupt, including social security and Medicare, and adding more people to the systems, means that, the deficits grow even larger and the national debt gets a lot tougher to control or pay.

When those illegals earn any pay, chances are that, most don't contribute any taxes, or to social security, or to Medicare or any other program. Like you said, those people come to the country to try to earn money to feed their families, which means that, most of the money they earn goes out of the country and not "reinvested" in the country where they earned their pay. That is a net negative, instead of any positive. And it's a lot more negative because they do burden the country with the costs of additional benefits which they get.

Just an FYI on the limited work visas and immigration quotas.
They were both the brainchilds of the late Massachusetts democrat Senator Ted (don't ask me about Chappaquiddick) Kennedy. He was a long time advocate, vocal proponent and author of much of the current immigration law you and so many others hate.

Without getting into the weeds on who and why, the current quota system was put in place to increase the number of immigrants from South and Central America and decrease the number of European and Asian immigrants. It has been very successful in that respect.

The current administration supports leaving all of those aspects of immigration law unchanged.

So please vent your anger at the correct political party on this matter.

The democrats.

I don't give a damn...
why they are coming here! They are breaking the law. We have too many leeches of various kinds here already. When you look into how they interface with the greedy and crooked politicians, it's just too much. We have to reclaim America for American citizens. It's a tough fight but sealing the border is a good place to start. Let the aliens stay home and improve their country.

Just for fun, see what is required to become an immigrant to New Zealand. The question is not "what can we do for you" it's "what can you do for us".
